## Changes for the New Conflict of Interest Policy

### New Flag to Identify PHS (Public Health Services) Investigators

A new yes/no flag for PHS investigator has been added for all research team members on projects funded by [PHS and other select agencies](https://wiki.harvard.edu/confluence/display/FSS/Conflict%20of%20Interest%20Approval#ConflictofInterestApproval-PHSSponsorsWhichProjectsWillIncludethePHSInvestigatorFlag)

- This new flag is required for all research team members on PHS+ projects.
- For the Principal Investigator, the flag defaults to "yes" and cannot be changed.
- For existing requests, a validation has been added to &lt;Lock and route for signatures&gt; and &lt;Submit to sponsor&gt;.

### New Conflict of Interest Approval

A new approval and screen have been created for Conflict of Interest

- The new approval will show in GMAS as "PHS Conflict of Interest".
- The new approval is generated when a person is added to a research team in GMAS (see [here](https://wiki.harvard.edu/confluence/display/FSS/Conflict%20of%20Interest%20Approval#ConflictofInterestApproval-TheCOIApproval) for additional rules).
- Any prior COI approvals will still show in GMAS as "Conflict of Interest", but these will no longer be created.

GMAS is now integrated with the [Financial Interest Internal Disclosure System](https://fcoi.harvard.edu/coi/home.seam) (FCOI)

- GMAS pulls back the current status in FCOI whenever a new COI approval is created or viewed.
- There is also a nightly data feed to keep all FCOI statuses in sync with GMAS.
- Whenever a new interest is disclosed in the annual FCOI system, all GMAS COI approvals for that individual are automatically changed to*Needs Review.*

### New Workflow for Research Team

A new workflow and screen have been added for creating awarded research teams.

- Once an award notice is logged in GMAS for an initial request or competing renewal, a &lt;Confirm research team&gt; button appears on the request homepage.
- There is a new "Confirm research team" screen for creating the awarded research team. Team members from the proposal will default here, but members can be added or removed.
- After an awarded research team has been created, it can be edited at any time from the segment research team list screen.
- Changes have also been made to continuations and supplements to handle updated research team functionality. These changes should be transparent to end users.

### New Notifications and Todos

The following notification and reminder emails have been added:

- When a COI approval is created, the researcher is sent an email to update disclosures.
- When the initial award notice is logged, a reminder email is sent to the department administrator to confirm the awarded research team.
- When the research team is confirmed:
    - All research team members will receive an email to update or enter disclosures.
    - The COI administrator/DIO will receive an email if any COI approvals are in *Needs Review* status.

## Other Enhancements

- The "full rate" flag has been removed for accounts. It is no longer required and does not display.
- For pre-award spending requests, all validations have been removed from the pre-award start date field.
- For person-based security assignments on standing teams, security is now granted for projects where the person is PI or Mentor. Previously security was only granted for the PI.
- Fixed an issue logging in from Mobile Safari on iOS.

## Technical Changes

- Oracle database upgraded from 11.1.07 to 11.2.0.
- Weblogic upgraded from 10.3.4 to 10.3.5.
- Fixed a problem related to content management updates in production.
- Removed remaining references to the GMAS monitor server.
