November 2025 GMAS Release
The November GMAS release will be available on Thursday, November 6th.
In support of this release, the system will be unavailable starting at 7:00 PM ET on Wednesday, November 5th.
GMAS will be available again no later than the start of business on Thursday, November 6th.
This release completes the transition of remaining requests, continuations, and supplements to the updated GMAS interface. It also introduces several key enhancements, including a new proposal status, new subagreement and subamendment status, along with additional minor updates and bug fixes.
Request enhancements
Reason: Continued progress in converting GMAS screens to the new interface while providing requested enhancement that were not possible in the older interface.

Continuations and supplement
- Converted the requests to the updated GMAS interface.
- Request guided steps have been replaced by required actions.
- Adde new screens to capture and view request budgets.
- Added a history modal that captures request status transitions.
- Captures what the status transition is, when the transition occurred, and who performed the status transition.
- Budget screens will now display subagreement descriptions where applicable.
- New modal that will capture general request information.
Continuation only
- Creating a continuation now updates the project’s ICA approval to “Needs review”.
- Scheduled RPPRs can be associated with continuation from the request’s home.
- Continuation budgets default amounts from the most recent action memo’s next anticipated period, instead of the initial proposal/competing renewal budget.
- Auto-drafted continuations are now set to “Under development” status.
- New modal to capture SNAP question responses.
Supplement only
- Supplement requests can now have an end date later than the project’s anticipated end date.
New status options
Initial and Competing Renewal Proposal
Reason: To provide a status that can be applied by members of the central submitting office which accurately reflects when a proposal will not move forward prior to submission, rather than requiring deletion or false submission in GMAS.

- Added new “discarded” status, this status allows central submitting office representatives to discard proposals that will not be submitted to the sponsor
- The status applies for initial proposals and competing renewals that are under internal review.
- When the proposal is “discarded”, the segment will update to “not funded.”
- Rolling back a discarded proposal re-opens the proposal.
- The segment history now tracks when a proposal has been discarded or reopened.
Subagreements/subamendments
Reason: To allow the central submitting office to control whether fully executed subagreements/subamendments are required in a segment revision, ensuring only relevant items are included in the action memo.

- Added new “on hold” status, this status allows central submitting office representative to place subs on hold from revision.
- The “On hold” status can be applied when a subagreement/subamendment is in a “ready for revision” state.
- This status ensures funds are not released in a segment revision until the hold has been removed.
- The segment history now tracks when a hold has been applied or removed to subagreement/subamendment.
- Allowing the ability to opt in or out of receiving notifications related to a subagreement hold being applied or removed.
Segment revision updates
Reason: To notify the central submitting office of outstanding requirements or in-process actions before a segment revision is processed.
- When the central submitting office representatives creates a segment revisions, a new modal will provide warnings about research team, approvals, attestations, trainings, and subagreements before the segment revision is started.
- The modal will only appear if any of the following conditions apply:
- The research team has not been confirmed.
- Approvals, attestations, or trainings are incomplete.
- There are subagreements/subamendments that could become fully executed during the revision process.

Other enhancements
Approval enhancements
- The segment history now tracks when approvals are created, needed, or completed.
- Applies to: OAIR, Stem cells, Use of name, Participation agreement, Animal IACUC, Administrative salaries, Human participation.
- Database updates in preparation for opt-in/opt-out approval notifications (to be available in a future release).
Non-financial deliverable enhancements

- Continuation requests can now be created from the Scheduled RPPR’s screen.
- New “Create continuation” action button added to the Non-financial deliverable screen.
- The continuation links automatically to the Scheduled RPPR that created it.
Signature enhancements

- Signature assignment screen now indicates when a signatory record does not have a HUID.
Additional enhancements & bug fixes
- Converted the request rollback screen to a modal (same behavior as retract modal).
- Updated the wording on the request delete modal and the retract modal.
- Fixed issue where the Change PI request incorrectly displayed the prior PI.
- Fixed issued where the Change tub/org request incorrectly displayed the prior org.
- Fixed a bug where the costing sharing form displayed incorrect sponsored contribution fund numbers.
- Fixed a bug where organization edits to the name and other sections such as the chart of account ranges or the signature rules in the same session were causing an error.
Technical upgrades
- Retired the paycode column from the database.
- Retired the req_equipment_rebudget_flag column from the database.
- Migrated to OKTA across all environments.
- Upgraded Velocity to Freemarker 2.3.33.
- Upgraded Maven to version 3.9.11.
- Upgraded Log4j to version 2.24.0.
- Upgraded Jenkins to the latest version.

- Applied a fix to populate correct dates in a continuation request when created from an NIH RPPR non-financial deliverable.
