September 2024 GMAS Release

The September 2024 release will be available on September 16th, 2024. The focus of this release is finishing changes to existing segment type requests, converting internal requests, and converting the non-financial deliverables module, as well as other enhancements and bug fixes.

Converting requests

Reason: Converting these requests help to move the GMAS convert work forward.

Changes to existing segment enhancements:

  • Combined equipment rebudget and rebudget restricted categories into a new request called “Budget change”.
    • The Budget change request provides the ability to add multiple types of rebudgets in one request.
    • The request still allows rebudgeting for equipment and restricted categories, and also introduces fund reallocations and rebudget.
      • Fund reallocations is a general reallocation and can be performed before the project has been awarded.
      • Rebudget is a high level rebudget for proposed costs.
  • Converted Change PI request.
  • Created a new “Other” request type.
    • This new request type should only be used when the request to be routed does not fit into the other predefined request types.

Internal request enhancements:

  • Converted internal requests.
    • Add account(s).
    • At-risk account(s).
    • Change tub/org request.

Non-financial deliverables

Reason: Converting the non-financial deliverables helps the GMAS convert work move forward and allows for easier implementation of future enhancements in support of sponsor guidelines related to submission of these deliverables.

Enhancements:

  • Updated the non-financial deliverable report types to the following:
    • NIH RPPR
    • Technical/progress report
    • Final technical/progress report
    • Equipment report
    • Project outcomes report
    • NIH-NRSA Termination Form
    • Other Non-Financial
    • Final Invention/patent report
  • Created a new non-financial deliverable home screen to display deliverable details.
    • Includes a new document repository for housing documents related to the non-financial deliverable.
    • Displays information about due dates, report periods, preparer, instructions, and more.
    • Includes a link to the history of status changes.
  • Converted and enhanced the non-financial deliverable list screen.
    • Created a navigation link between financial and non-financial deliverable list screens.
    • Added the ability to allow for bulk submission of non-financial deliverables of a particular segment.
  • Converted and enhanced the non-financial deliverable scheduler.
    • Added the ability to assign a preparer by role or by person.
    • Added the ability to include additional recipients to be notified when due.
    • To streamline the process, additional functionality was added to auto-draft Continuation Requests as part of the non-financial report scheduling of NIH Annual RPPRs. The Central Submitting Offices will provide further communication on this process in the coming weeks.

  • Added an optional “Sponsor contact information” field in the segment home page summary header.
    • Accessed in the “More detail” view of the summary header.
  • Added a new “In review” status for Annual MFTRP to identify attestations that require additional review from the local MFTRP representative.
  • Updated the automatic request closeout job to include initial and competing renewal prior version requests. All prior version requests that were submitted greater than 18 months ago will now automatically close. 

Bug fixes

  • Addressed issues related to highlighting, copying, and pasting data from the segment home page summary section.
    • Now, in the segment home summary, clicking data once will now only highlight the data, clicking data twice will highlight the data and its label.
    • Pasting data that was copied from the segment home page summary will now include a space between the label and the data.
  • Fixed a bug where research team requests were getting stuck “In process” after an internal award/revision.
  • Added the appropriate validations when adding subrecipients to segments with sponsors missing an organization type designation.
    • Organization designations determine whether or not a debarment approval should generate, and the system was giving an error prior to the fix. Now the system will prevent the addition of the subrecipient and indicate that the sponsor type designation is required first.
  • Fixed a bug where final financial deliverables were pulling in transactions based on incorrect date parameters.
  • Key information tool-tips were fixed to display again.
  • Bulk approve screen no longer displays duplicate owner names and now sorts alphabetically by owner names.

Technical upgrades

  • Upgraded SonarQube on build server from 9.8 to 10.5.
  • Reduced code complexity on amendments.
